The Licensing section is responsible for monitoring and enforcing all City Bylaws related to licensing. This includes billing and collection of license fees as well as monitoring for compliance with, and handling complaints related to the bylaws.
The City has an arrangement with the Moose Jaw Humane Society to handle enforcement of Bylaws related to dogs and cats.

Bylaw 4495 requires that all dogs have a license. The license must be purchased annually by March 31st. The license fees applicable are as follows:
- Dogs spayed or neutered – $15.00
- All others – $40.00
Dog Licenses can be obtained from the link below, the Customer Service area in City Hall, or from the Moose Jaw Humane Society office at 1755 Stadacona Street West.
Bylaw 4785 concerns control of cats that are causing a nuisance. This bylaw does not require that cats be licensed, however, it does provide for trapping and impoundment of cats where a complaint has been received.

Livestock & Bees
Bylaw 4251 restricts the keeping of livestock to specific areas in the City. Under the Bylaw the term ‘livestock’ is defined as:
“…includes horses, cattle, pigs, sheep, goats, chickens, turkeys, ducks, geese, pigeons, foxes, mink, rabbits, skunks, and all other animals poultry, fowl and birds..but does not include dogs, cats or other domesticated household pets ordinarily kept within the confines of a dwelling house.”
The Bylaw also specifically includes bees, and has provisions dealing with racing pigeons annually.
